General information

As part of the Kazakh-Italian cooperation, ME RK, NC KazMunayGas JSC and ENI are working together on development of the oil and gas sector and exploration of the Kazakhstan sector in the Caspian Sea.

The joint work of two countries resulted in signing of a number of agreements, according to which Italian companies participate actively in implementation of the Isatay and Abay offshore projects, performing geological exploration.

About the Company

Isatay Operating Company Limited Liability Partnership (hereinafter - the Partnership) was founded on December 27, 2017 in accordance with the Law of the Republic of Kazakhstan No. 220-1 "On Limited and Additional Liability Partnerships" dated April 22, 1998, with the purpose of conducting petroleum operations as operator on behalf of subsoil users under the Contract No. 4160-UVS-ME dated June 26, 2015 for joint exploration and production of hydrocarbons at the Isatay area in the Kazakhstan part of the Caspian Sea and under the Contract No. 4752-UVS-ME dated July 26, 2019 for exploration and production of hydrocarbons at the Abay area, concluded between the Ministry of Energy of the Republic of Kazakhstan, National Company KazMunayGas JSC and Eni Isatay B.V. (hereinafter - Contracts)

Participation shares in the Partnership:

NC KazMunayGas JSC - 50%;

Eni Isatay B.V. - 50%.

Main activities:

  • conduct of petroleum operations, including prospect evaluation survey, geophysical operations, drilling, oil and gas fields development, production, treatment, processing, transportation, storage, as well as distribution, import and export of hydrocarbons, other petrochemicals and gas products both in territory of the Republic of Kazakhstan and abroad, construction, maintenance, decommissioning and liquidation of necessary facilities and buildings;

  • performance of other activities related to duties of subsoil users under Contracts, including in compliance with internal policies and procedures, education and training of Kazakhstan personnel, fulfilling the duties of subsoil users in relation to social or infrastructure projects, etc.

Operations of Isatay Operating Company LLP

The Isatay project is being implemented in accordance with the Contract No. 4160-UVS-ME dated June 26, 2015 for joint exploration and production of hydrocarbons at the Isatay area in the Kazakhstan part of the Caspian Sea between: the Republic of Kazakhstan represented by the Ministry of Energy of the Republic of Kazakhstan as competent authority, and National Company KazMunayGas JSC, hereinafter referred to as the Subsoil User, (hereinafter - the Contract) and the Joint Operating Agreement dated December 21, 2017.

The Contract is concluded for the period necessary for exploration, and in case of hydrocarbons detection – for the period necessary for evaluation and production, in accordance with the project documents.

The Contract term for conducting exploration work during offshore petroleum operations was 6 years and was extended by competent authority for two years

General information:

Location: North-Eastern part of the Kazakhstan sector in the Caspian Sea

Contract area - 1,348 sq. km.

Water depth: 2.7 – 6.3 m.

Distance to logistics base (Bautin): 180 km.

Main research objects within the above-salt complex of the Isatay area are Cretaceous, Jurassic and Triassic terrigenous deposits

Operation details:

  • Baseline environmental studies have been conducted
  • Detailed design and EIA for 2D seismic exploration have been developed and approved.
  • 2D seismic surveys were conducted in the amount of 240,125 line km
  • Environmental monitoring was performed during seismic survey
  • Processing, re-processing and integrated interpretation of geology and geophysics data in the amount of 760 line km (including 1994-1995 data) were implemented
  • Measures have been taken to release young sturgeon species in the Zhaiyk river as part of compensation for damage to fishery resources during seismic survey
  • Technical project and EIA for site survey have been developed and approved.
  • Addendum No. 1 to EP with a pre-EIA has been developed and approved
  • Environmental control program has been developed, industrial environmental monitoring has been performed at the Isatay area (autumn). Surveys conducted for unexploded ordnance and explosive hazards.

The Abay project is being implemented in accordance with the Contract No. 4752-UVS-ME dated July 26, 2019 for exploration and production of hydrocarbons at the Abay area in the Kazakhstan sector of the Caspian Sea between the Ministry of Energy of the Republic of Kazakhstan (Competent Authority), National Company KazMunayGas JSC, Eni Isatay B.V. (hereinafter - the Contract) and the Joint Operating Agreement dated March 11, 2019.

The Сontract is concluded for a period of 31 years, which consists of the following periods:

(1) exploration period is 6 years (with a possibility of extension for 9 years for evaluation and test production);

(2) production period is 25 years, including a preliminary period of up to 3 years, subject to compliance with the requirements of Article 119 of the Code of the Republic of Kazakhstan No. 125-VI ZRK "On Subsoil and Subsoil Use" dated December 27, 2017.

Contract area - 1233.87 sq. km.

Water depth: 6 - 9 m.

Distance to logistics base (Bautin): 160 km.

Main research objects within the above-salt complex of the Abay area are Cretaceous, Jurassic and Triassic terrigenous deposits

Operation details:

  • Environmental monitoring is performed by climatic seasons
  • Exploration plan of the Abay area has been approved
  • Technical project with EIA for conducting site survey at the location of exploratory well drilling has been approved
  • Technical project with EIA for the exploratory well construction has been approved
  • Site survey have been implemented at the location of exploratory well drilling
  • Environmental monitoring was performed during site survey. 
  • Measures have been taken to release young sturgeon species in the Zhaiyk river as part of compensation for damage to fishery resources during site survey
  • Long lead items have been purchased
  • Geomechanics survey of geological data has been conducted
  • Drilling rig was inspected
  • Blowout safety plan was developed
  • Relief well plan and ejection velocity modeling have been developed to ensure readiness for emergency well killing using an additional rig
  • Environmental control program has been developed, industrial environmental monitoring has been performed at the Abay area (summer, autumn)
